Description: This 31 page booklet contains the text of Governor Salmon P. Chase’s message to the 54th General Assembly on January 2, 1860. Chase (1808-1873), the first of a string of Republican governors in the nineteenth century, served from 1856 to 1860. Strongly opposed to the extension of slavery, he was active in the Free Soil party. Under Chase, Ohio pursued a radical antislavery position, supporting personal liberties as well as economic conservatism. He also enacted militia reform. In addition to his terms as governor, Chase served in the U. S. Senate, as U. S. Treasury Secretary under President Lincoln, and as Chief Justice of the U. S. Supreme Court. View on Ohio Memory.
