Description: This 13 page booklet contains the text of Governor Mordecai Bartley’s message to the 44th General Assembly on Dec. 2, 1845. Bartley (1783-1870) was a Whig who served as Ohio’s 18th governor, from 1844 to 1846. The state banking system was the major issue of his administration. In this message, Bartley declared the role of the Kelley Bank Act in bringing economic confidence and prosperity to Ohio. This act set up individual banks and a state bank to be established, proclaimed a limited collective liability for stockholders, and placed various restrictions on the distribution of bank notes. Bartley also served in the Ohio State Senate and in the U. S. House of Representatives. View on Ohio Memory.
