Description: Governor Harry L. Davis delivered a message to the 85th General Assembly on January 1, 1923, and the text of his message comprises 34 pages in a book of his official papers, messages, and proclamations. Davis (1878-1950), a Republican, served as Ohio’s 49th governor from 1921 until 1923. One of his major endeavors in office was the reorganization of the executive branch; Davis created a cabinet to aid in overseeing state affairs. Each cabinet member was responsible for many state offices and departments. Davis also worked to improve the Ohio State University, conservation efforts, prohibition, and special education.
