Ohio Governors' State of the State Addresses
Description: These 18 pages contain the text of Governor James A. Rhodes’ annual message, given on February 5, 1969. Rhodes (1909-2001) served four terms as governor of Ohio, from 1963 to 1971 and again from 1975 to 1983. While in office, Rhodes worked to erase the state deficit. In 1963, however, he proposed the largest budget in Ohio history to cover educational and capital improvements. In addition, he addressed issues such as law enforcement, pollution, employment, and juvenile delinquency. One of his most significant actions as governor was the decision to send the National Guard to Kent State University in May 1970 in response to protests and demonstrations. View on Ohio Memory.
