Ohio Governors' State of the State Addresses
Description: This 11 page booklet contains the text of Governor Richard F. Celeste’s State of the State Address, given on January 27, 1987 and entitled “Ohio: 200 Years and Still Pioneering.” Celeste (1937-), a Democrat, served as Ohio’s governor between 1983 and 1991. As governor, he increased the state income tax by 90 percent in order to increase funding for welfare, education, and health programs. Compared to other states, Ohio’s allocated funding for such programs was very low. However, he was criticized for several executive appointments; investigations led to criminal charges and brought Celeste close to indictment. Celeste also served terms as director of the Peace Corps and ambassador to India. View on Ohio Memory.
