Description: These 14 pages contain the text of Governor C. William O’Neill’s annual messages to the 103rd General Assembly of Ohio, delivered on January 12, 1959. O’Neill (1916-1978), a Republican, was governor of Ohio from 1957 to 1959. He also served as Speaker of the House, Ohio Attorney General and Chief Justice of the Ohio Supreme Court – in this way holding major positions in each of Ohio’s three branches of government during his career. O’Neill’s gubernatorial administration reformed the focus of highway construction. In addition, O’Neill proposed a controversial “right to work” constitutional amendment that was ultimately defeated. The amendment, opposed by organized labor groups, would have outlawed the union shop. View on Ohio Memory.
