Description: These 10 pages contain the text of Governor Richard F. Celeste’s State of the State Address, given on March 15, 1983. Celeste (1937-), a Democrat, served as Ohio’s governor between 1983 and 1991. As governor, he increased the state income tax by 90 percent in order to increase funding for welfare, education, and health programs. Compared to other states, Ohio’s allocated funding for such programs was very low. However, he was criticized for several executive appointments; investigations led to criminal charges and brought Celeste close to indictment.
