These stars represent the states in the Union at the beginning of the Civil War. It was painted by Rob Needham. The 9th Volunteer Cavalry was formed in Cincinnati, Ohio in 1861 of primarily men of German descent. They fought in the Western Theater of the American Civil War. They were mustered out in 1865.
