Bishop Walker was the 10th president of Wilberforce University in the 1940s and the 66th Bishop appointed to the African Methodist Episcopal Church. He was the father of Yvonne Walker-Taylor, who became one of the first female African American college president in the United States when she was named the 16th president of Wilberforce University in 1984.
