Description: Portrait of Charles D. Smith, a patrolman who was appointed to the Cleveland Police Department on January 28, 1897. The first African American officer appointed to the Cleveland Police Department is reported to be William Manuel Tucker in 1881. The city had its first African American chief of police, Patrick Oliver, named in 1994, and its second African American and first female chief, Mary Bounds, in August 2001. View on Ohio Memory.
