This conflict revolved around the manner of counting the electoral votes and the extent of the power of Congress over settling the dispute of who won the election of 1876 between Rutherford B. Hayes and Samuel Tilden. Tilden had won the popular vote by 51 to 49 percent but lost the electoral votes 184-185 with 20 being uncounted. View on Ohio Memory.
