Description: Under Harold Ickes, the Public Works Administration razed 10,000 buildings designated as slums and constructed 22,000 new dwellings. After the Supreme Court ruled that PWA did not have power of eminent domain, a 1937 law established the United States Housing Authority, empowering it to lend money to states and municipalities for low-cost construction.
