1937 Ohio River flood of Steubenville Save

Description: In January and February of 1937, weeks of heavy rainfall caused the Ohio River to flood parts of Ohio, Indiana, Illinois, and Kentucky, causing $500 million in property damages, and displacing and killing hundreds. By the end of January, the Ohio River measured 80 feet deep in Cincinnati, one of the areas most affected. President Franklin D. Roosevelt dispatched thousands of relief workers from the Works Progress Administration to rescue flood victims and restore affected cities. Taken January 23, 1937, this photograph shows the Incinerator Plant and Steubenville Plant of the Wheeling Steel Corp, looking south. The Wheeling Steel Corporation, founded in 1920, was located at 227 South Third and Bates Streets and was one of the largest plants of its kind in the Ohio Valley. In 1935, President Franklin D. Roosevelt established the Works Progress Administration by executive order to create jobs for the large numbers of unemployed laborers, as well as artists, musicians, actors, and writers. The Federal Arts Program, a sector of the Works Progress Administration, included the Federal Writers’ Project, one of the primary goals of which was to complete the America Guide series, a series of guidebooks for each state which included state history, art, architecture, music, literature, and points of interest to the major cities and tours throughout the state. Work on the Ohio Guide began in 1935 with the publication of several pamphlets and brochures. The Reorganization Act of 1939 consolidated the Works Progress Administration and other agencies into the Federal Works Administration, and the Federal Writers’ Project became the Federal Writers’ Project in Ohio. The final product was published in 1940 and went through several editions. The Ohio Guide Collection consists of 4,769 photographs collected for use in Ohio Guide and other publications of the Federal Writers’ Project in Ohio from 1935-1939. View on Ohio Memory.

Credit. Any publication, exhibition, or other public use of material owned by the Ohio History Connection must credit the Ohio History Connection. The credit line should read “Courtesy of the Ohio History Connection” and should include the image or call number. The Ohio History Connection appreciates receiving a copy or tearsheet of any publication/presentation containing material from the organization’s collections.
Indemnification. In requesting permission to reproduce materials from the collections of the Ohio History Connection as described, the requestor agrees to hold harmless the OHC and its Trustees, Officers, employees and agents either jointly or severally from any action involving infringement of the rights of any person or their heirs and descendants in common law or under statutory copyright.
Reproduction of Copyrighted Material. Permission to reproduce materials in which reproduction rights are reserved must be granted by signed written permission of the persons holding those rights.
Copyright. The Ohio History Connection provides permission to use materials based on the organization’s ownership of the collection. Consideration of the requirements of copyrights is the responsibility of the author, producer, and publisher. Applicants assume all responsibility for questions of copyright and invasion of privacy that may arise in copying and using the materials available through Ohio Memory.
Warning concerning copyright restriction: The copyright law of the U. S. (Title 17, United States Code) governs the making of photocopies or other reproductions of copyrighted material. Under certain conditions specified in the law, libraries and archives are authorized to a photocopy or reproduction. One of the specified conditions is that the photocopy or reproduction is not to be “used for any purpose other than private study, scholarship or research.” If a user make a request for, or later uses, a photocopy or reproduction for purposes in excess of “fair use,” that user may be liable for copyright infringement.
