Description: The caption reads: "Local N.Y.A. youth finishes stone entrance markers at the Fort Laurens Park." A sign next to the youth worker reads "USA work program NYA." The National Youth Administration was a part of the Works Progress Administration, developed to help youth learn a vocation. Both the youth and their families were paid for the work and job training.
